T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi’ne, emeklilerin otomobil al\u0131m\u0131nda \u00d6zel T\u00fcketim Vergisi (\u00d6TV) \u00f6dememelerine olanak tan\u0131yan bir kanun teklifi sunuldu. E\u011fer bu teklif yasala\u015f\u0131rsa, belirli kriterleri kar\u015f\u0131layan emekliler ara\u00e7 al\u0131rken vergi avantaj\u0131 elde edebilecek. Ekonomik ko\u015fullar\u0131n iyile\u015ftirilmesine y\u00f6nelik \u00f6nerilerin artt\u0131\u011f\u0131 son d\u00f6nemde, bu d\u00fczenleme de g\u00fcndeme geldi.<\/p>\n
Teklifte belirtilen d\u00fczenlemeye g\u00f6re, \u015fartlar\u0131 sa\u011flayan emekliler bir defaya mahsus olmak \u00fczere otomobil al\u0131rken \u00d6TV muafiyetinden yararlanacak. Bu uygulama ile ara\u00e7 fiyatlar\u0131nda \u00f6nemli bir indirim hedefleniyor.<\/p>\n
S\u00f6z konusu kanun teklifi, esnaf ve sanatk\u00e2r stat\u00fcs\u00fcnde olup Ba\u011f-Kur’dan emekli ayl\u0131\u011f\u0131 alan vatanda\u015flar i\u00e7in \u00f6zel bir vergi istisnas\u0131 \u00f6ng\u00f6r\u00fcyor. 5362 say\u0131l\u0131 Esnaf ve Sanatkarlar Meslek Kurulu\u015flar\u0131 Kanunu’na ve 5510 say\u0131l\u0131 Sosyal Sigortalar ve Genel Sa\u011fl\u0131k Sigortas\u0131 Kanunu’nun 4\/1-b maddesine g\u00f6re emekli olan ki\u015filer, bu d\u00fczenlemeden faydalanabilecek.<\/p>\n
\u00d6TV muafiyetinden yararlanabilmek i\u00e7in belirli \u015fartlar\u0131n sa\u011flanmas\u0131 gerekiyor. Teklifte, bu hakk\u0131n emeklilik tarihinden itibaren 5 y\u0131l i\u00e7inde yaln\u0131zca bir kez kullan\u0131labilece\u011fi belirtiliyor. Ayr\u0131ca, bu muafiyetle al\u0131nan ara\u00e7lar\u0131n 5 y\u0131l boyunca sat\u0131lmas\u0131 veya devredilmesi m\u00fcmk\u00fcn olmayacak, b\u00f6ylece vergi avantaj\u0131n\u0131n ticari ama\u00e7larla kullan\u0131lmas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ilmesi hedefleniyor.<\/p>\n
Ancak, bu d\u00fczenleme \u015fu anda yaln\u0131zca bir kanun teklifi niteli\u011finde. T\u00fcrkiye’de yasama s\u00fcreci, tekliflerin \u00f6nce Meclis Ba\u015fkanl\u0131\u011f\u0131’na sunulmas\u0131, ard\u0131ndan ilgili komisyonlarda g\u00f6r\u00fc\u015f\u00fclmesi ile ilerliyor. Komisyonlardan ge\u00e7en d\u00fczenlemeler daha sonra Genel Kurul’da oylamaya sunulacak.
